A man suspected of DWI in connection with a hit-and-run accident late Saturday night was arraigned this morning in a Syracuse area court.

39-year-old Glenn Allen originally posted bail on a DWI, leaving the scene and vehicular assault charges following the crash. He had allegedly been drinking at a parade in the Liverpool area before colliding with 67-year-old Neil Epstein, who was unconscious on the street when police arrived. Epstein sadly died later this weekend. Allen was brought back in and re-arrexted on Monday for vehicular manslaughter. 

An investigation into the accident showed that Epstein was indeed walking in the street; however, he was in the street due to construction taking place on the sidewalk, making this move legal. After the accident, Allen fled the scene, and police only located Epstein after two 911 calls were placed by an anonymous citizen. It was later discovered that Allen personally called twice, the first time to report the incident and the second to ensure police had found Epstein.

After an investigation, officers were able to track down a car at Allen's home with damage consistent to the accident. Investigators believe Allen did check to see Epstein was alive before leaving the scene of the accident and calling police. A witness reported seeing Allen check the body.
