Meet Attorney Robert Humphrey
With over 15 years of experience as an attorney in the criminal justice system, Bristol County DUI lawyer Robert Humphrey has a range of experience defending cases from simple misdemeanors and traffic matters to capital cases.
Mr. Humphrey served as Assistant Solicitor for Little Compton from 1994 to 2008. During his tenure there, he prosecuted drunk driving offenses that were committed within the town. He also represented the town before the Newport County Superior Court, and advised the Zoning Board of Review and the Town Council.
Between 2002 and 2005, Robert also served as the Assistant Solicitor for the town of Portsmouth, where he handled DUI cases, among other things.
Between 2003 and 2005, he served as the Municipal Judge for the Town of Tiverton, where he heard and decided traffic matters, as well as zoning and housing issues.
From 1996 to present, Mr. Humphrey has served as a Newport County Bail Commissioner. This means that he presides over the initial stage of criminal prosecutions, makes probable cause determinations and sets bail. He also signs arrest warrants, and has the discretion to commit people to the adult correctional institution.
In 2006, Robert was appointed by Governor Carcieri to serve on the Sex Offender Board of Review, which is the body that determines the level of risk a convicted sex offender poses to the community. In that capacity, he assists the sentencing court in determining if the offender is a sexually violent predator.
Mr. Humphrey is the author of many published articles dating back to 1994. Topics have included "Drunk Driving: Recent Developments in the Law," "Drunk Driving Law Update," "Prosecution and Defense of Chemical Test Refusal Cases," and "How To Prove a DWI Observation Case."
Mr. Humphrey is also a regular lecturer and teacher of other lawyers, local and state police departments, Salve Regina University and other programs. His most recent lecture was for the Rhode Island District Court Prosecutors Association and was entitled "DUI and Refusal Cases." He lectures several times a year and has covered topics including:
