Why didn't the officer take my license after my Arizona DUI arrest?

If you submit to a blood test voluntary, then there is no legal reason in a non-injury DUI case in Arizona for an officer to take your driver's license unless and until the blood test result comes back showing a .080 or higher.

If you hold a drivers license from a state other than Arizona, the AZ police officer does not have the authority to take your physical drivers license identification card. In the case of a breath test, they will still immediately start suspension procedures for your Arizona driving privilege.
